OFT and Ofcom launch review of Contract Rights Renewal undertakings

The OFT and Ofcom have formally launched a review of the Contract Rights Renewal (CRR) undertakings today. The review will be conducted by the OFT and Ofcom in partnership, and is expected to take around a year.
The CRR undertakings were created in 2003 to address the merger of Carlton and Granada to form ITV plc. Recognising the concerns of the advertising community about the enhanced market position ITV plc would have as a result of the merger, the Competition Commission put in place the Contracts Rights Renewal (CRR) remedy. The Office of the Adjudicator was set up to determine any disputes under the CRR undertakings, and the undertakings are monitored by the OFT and Ofcom.
The OFT has created a summary page with further information on the scope of the review and the key stages. This also includes a set of questions and answers, which will be updated as the review progresses.
The CRR review team will be contacting key stakeholders directly in the next few weeks to gather evidence, and other interested parties will be able to submit written views through a dedicated email address. More information on this process can be found in the CRR review summary.
