The OFT works under a structure that is arranged by markets, rather than legislation. This enables us to look more easily at whole markets and to use all the tools available to us to improve them if they are not operating effectively. We will use consumer and competition enforcement, market studies and references, education and communication in whatever combination is appropriate.

OFT Board
The OFT Board is responsible for the OFT's strategic direction, priorities and performance.
Markets and Projects
There are three Markets and Projects groups that carry out investigations and take action in three market-based areas: goods, services and infrastructure. These groups, which account for the majority of our staff, are tasked with understanding and analysing markets and remedying problems using the entire range of policy and enforcement instruments available to the OFT.
Markets and Projects contains a preliminary investigation unit that sets our investigation and enforcement priorities, and two specialist teams dedicated to controlling mergers and clamping down on cartel activity.

Policy and Strategy draws up the OFT's strategy and policies, and ensures they are implemented consistently across the organisation.

Corporate Services
Corporate Services provides all of the OFT's essential support services. On 1 April 2008 it incorporated Consumer Direct, the Anti Money Laundering, Credit and Enquires Teams.

Communications
The Communications team is responsible for external communications, including media relations, PR, stakeholder relations strategy and support, campaigns, consumer awareness and education, business communications, public affairs, events and website.

Organisational Development
Organisational Development covers culture, structure, performance and diversity. Its overarching aim is to support the OFT to maintain and increase its ability to deliver goals, making the best use of its current capabilities and developing to effectively meet future challenges.
