Merger assessment guidelines

The Competition Commission (CC) and the Office of Fair Trading (OFT) (together, the Authorities) published joint guidelines for the assessment of mergers on 8 September 2010.

Submissions and consultations

The Authorities organised a preliminary consultation on the prospective review and two 'Round Table' discussions on aspects of competition analysis during 2008. Two consultation exercises on successive drafts of the document were later conducted: a full public consultation (including the convening of a seminar) between April and September 2009, and a call for comments on a revised text in April/May 2010.

All submissions and relevant records are published below. These include summaries of the submissions on the two consultation exercises, each containing the Authorities' responses to the major points raised.
